Round Trip Delay and RTCP

For a considerable period of time, I am stuck with calculating the round trip delays for rtp sessions. I am following a small procedure described in rfc 3611 (RTCP-XR) for VoIP metrics blocks. Hence, in my algorithm, I try to make use of the RTCP packets. But unfortunately even after having tried so many applications both from vovida (like winrtp) and OpenH323 (like openphone), I only found that while a call is in progress by these applications, either the RTCP packets are not there, or if they are there then either RRs are not being sent, or some fields such LSR and DLSR are set to null. I was wondering if the RTCP has been actually implemented or not. Is it just another recommendation? I shall be glad to find some answers.
